Proposal to insert new paragraphs 0. and 0.1. to 0.1.4., amend paragraphs 2.6., 2.7., 4.4.1., 5.1., 5.2., and 5.5. to 5.11., insert new paragraphs 2.9. and 2.10., and amend paragraph 1., footnote 1, to extend UN R39 application to vehicles of categories X and Y and vehicles with manual mode operating at speeds above 6 km/h equipped with Automated Driving System Feature of Type 2 (ADSF-2), revise speedometer and odometer requirements accordingly, and clarify provisions related to driver absence and manual driving controls.

Proposal to amend UN Regulation No. 39 (Speedometer and odometer) to introduce software update references and identification. New provisions add definitions regarding Software Identification Number, refer to Consolidated Resolution on the Construction of Vehicles (R.E.3), Annex 7, paragraph 2. Modifications address production definitively discontinued, software updates for registered vehicles, hardware and software information provision, vehicle approval for differentiating software versions, and additional information regarding software identification. The proposal references ECE/TRANS/WP.29/1175, paragraph 37, and incorporates provisions from R.E.3 Annex 7 to define R39SWIN as dedicated identifier representing type-approval relevant software information.

Proposal to amend and supersede document ECE/TRANS/GRSG/2025/18 as amended by GRSG-130-66 Rev. 2. This document amends and supersedes those documents. Supplement ² to the 02 series of amendments to UN R39 is introduced to account for vehicles of categories X and Y, as well as vehicles with manual mode operating at speeds above 6 km/h equipped with an Automated Driving System Feature of Type 2. The Regulation extends application to vehicles without driver and without manual driving controls. An odometer display is required for vehicles of categories X and Y. Speedometer requirements do not apply to vehicles of categories X and Y or while an ADSF-2 is active. Authorised persons may read the odometer.

Research paper prepared in 2017 for the European Parliament’s Committee on Transport and Tourism (TRAN) to examine how improvements can be made by presenting the best practices implemented in some Member States and countries outside of the EU and highlight available technologies and solutions.

The purpose of this 2018 study was to establish the scale of vehicles with manipulated odometers imported from Germany, to investigate how odometer manipulation can take place, and to identify bottlenecks in combating odometer manipulation in vehicles imported from Germany.
