Proposal to update the definition of “stop lamp” (in line with similar definitions in UN R7 and UN R48) so that it would allow the use of different stop lamp activation methods for powered two-wheelers (e.g. by the application of a retarder or a similar device). A corresponding proposal for amendments to Regulation No. 78 (GRRF/2017/14) has been submitted to the September 2017 session of the Working Party on Braking and Running Gear.

7. (c) | Other Regulations: Regulation No. 53

36. The expert from IMMA introduced a revised proposal which allowed the use of different stop lamp activation methods and aligned the stop lamp provisions with those applicable for four-wheelers (ECE/TRANS/WP.29/GRE/2018/29). GRE adopted the proposal and mandated the secretariat to submit it to WP.29 and AC.1 for consideration and vote at their November 2018 sessions as a draft Supplement 20 to the 01 series of amendments to Regulation No. 53 and as a draft Supplement 2 to the 02 series of amendments to Regulation No. 53.

7. (b) | Other Regulations: Regulation No. 53 (Installation of lighting and light-signalling devices for L3 vehicles)

30. The expert from IMMA proposed to allow the use of different activation methods for stop lamps, and to align the stop lamp provisions with those applicable for four-wheelers (ECE/TRANS/WP.29/GRE/2017/25 and GRE-78-07). GRE noted that a corresponding proposal for amendments to Regulation No. 78 had been submitted to the Working Party on Braking and Running Gear (GRRF). The experts from Finland, Germany, Italy, Netherlands and UK commented on the proposal. The Chair invited the expert of IMMA to update the proposal based on the comments received. GRE decided to consider an updated proposal at the next session that would include the issue of its legal form (supplement or a new series of amendments).

5. (b) | Motorcycle braking: Regulation No. 78

21. The expert from IMMA introduced ECE/TRANS/WP.29/GRRF/2017/14 as amended GRRF-84-13 with provisions allowing additional conditions for the activation of the stop lamp. The expert from Canada recommended addressing this question within GTR No. 3. The Chair noted that ETRTO would not be allowed to propose amendments to GTR No. 3 and asked whether a Contracting Party to the 1998 Agreement could sponsor this amendment. GRRF raised the question why the author of the proposal selected provisions from Regulation No. 13 and not from Regulation No. 13-H. The expert from IMMA agreed to submit a revised proposal for the February 2018 session of GRRF.

7. (d) | Regulation No. 53

30. The expert from IMMA introduced a proposal allowing for the use of different brake lamp activation methods and aligning the brake lamp provision with those applicable for four-wheelers (ECE/TRANS/WP.29/GRE/2015/42). The experts of France, Germany, Italy and Japan delivered remarks. GRE noted that this proposal might need to be accompanied by a modification of Regulation No. 78 under the responsibility of the Working Party on Braking and Running Gear (GRRF). IMMA was invited to contact GRRF and to present an updated document for the next session.
